Delhi government has authorised a Deputy Commissioner of Police of the Special Cell unit to perform the functions of the Registration Officer under the Immigration and Foreigners Act, 2025 within the National Capital Territory of Delhi.

According to a Gazette notification, the decision has been taken under clause (r) of Section 2 of the Immigration and Foreigners Act, 2025.

The notification states that the Lieutenant Governor of Delhi has empowered the DCP, Special Branch, who is also designated as the Foreigners Registration Officer, to carry out all responsibilities assigned to the Registration Officer under the new immigration law across Delhi.

Officials said the move is aimed at streamlining the monitoring, registration and regulation of foreign nationals residing in or visiting the national capital.

The Special Branch of Delhi Police already handles matters related to foreigners’ registration, visa compliance and security verification, and the latest order further strengthens its legal authority under the newly enacted legislation.

A Registration Officer under the Immigration Act (and the Immigration and Foreigners Act) is an official authorised by the Central Government to regulate, monitor and record the presence, movement, and activities of foreigners in a specific jurisdiction.

Foreigners visiting India on long-term visas (student, medical, research, employment, etc.) must register with the Registration Officer within 14 days of arrival.

The Registration Officer issues Certificates of Registration, updates address, records personal changes, and handles final surrender upon departure. They also track reports from hotels, universities, and hospitals, and ensure foreigners comply with visa terms, assisting in tracking overstays or violations.
