De Lima pushes service contracting for PUVs

MANILA, Philippines — Mamamayang Liberal Parylist Rep. Leila de Lima pushed to strengthen and expand the service contracting program for public transport to provide stable income for drivers while ensuring reliable and efficient service for commuters amid the continuing rise in fuel prices.

In her House Resolution 913 filed on March 30, the senior deputy minority leader at the House of Representatives urged the Departments of the Interior and Local Government (DILG) and Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) to study the public transport service contracting program and address any implementation gaps and operational challenges.

She also sought to ensure inclusive participation in the program across transport sectors and recommend appropriate policy and legislative measures for its sustainable and efficient nationwide implementation

In a statement, de Lima said that many drivers have stopped their services due to the high costs of gasoline.

"While some PUV (Public Utility Vehicle) drivers are still taking the risk, every trip comes with the heavy fear of either going into debt or earning next to nothing. This worsening oil price crisis is truly a heavy cross to bear," de Lima said.

She said that the current situation "necessitates proactive measures from the government to help our public transport sectors, and service contracting has already been identified as a sustainable subsidy mechanism that supports transport operators and commuters alike."

Under the program, drivers received compensation based on actual kilometer run and performance incentives, in accordance with LTFRB guidelines.
