Vieira's move to the Gunners is being wrapped up today after he passed his medical on Friday.
He said, "Playing in the Premier League will not be easy and I promise to just work, work and work.
"My agent [Jorge Mendes] worked on the deal between the two clubs and I accepted because it was important for all parties."
Arsenal are paying €35m up front for Vieira, with a further €5m due in bonuses.
