Per the Liverpool Echo, Reds manager Jurgen Klopp has to approve their loan offer for Bobby Clark.
The 18-year-old is the son of Lee Clark, a former Premier League footballer, and went on the club's preseason tour.
Clark is usually with the Reds' under-21 side, but wants to play senior football.
He will get regular game time at Derby, which will allow the Reds to evaluate his development.
