MP Manish Tewari has said that the Action Taken Report (ATR) provided in response to a Parliamentary intervention regarding the clearance of garbage dump (legacy waste) from the Dadumajra dumping ground is completely devoid of facts on the ground.
Tewari said that this fact has, on various occasions, also come out during hearings before the High Court on the same issue.
He said despite repeated assurances to Parliament and Parliamentary committees over the past 24 months, the site has still not been completely cleared and bio-remediated.
Tewari was reacting to the ATR submitted by the Chandigarh Pollution Control Committee (CPCC), which was sent to him by Bhupender Yadav, Minister for Environment, Forest and Climate Change.
In the ATR, the CPCC states that the legacy waste accumulated at the Dadumajra dumping site has been successfully bio-remediated and cleared. Further, the Municipal Corporation, Chandigarh, has established separate processing facilities for different categories of municipal solid waste, and the daily waste generated in the city is being processed on a regular basis in accordance with the applicable waste management norms.
Regarding the establishment of a waste-to-energy facility, the CPCC informs that, to augment the scientific processing of municipal solid waste, a memorandum of understanding (MoU) was signed between the MC and Indian Oil Corporation Limited (IOCL) on November 20, 2025, for setting up a 230 TPD (tonnes per day) compressed biogas (CBG) plant at Chandigarh.
At present, the Detailed Feasibility Report (DFR) and Concessionaire Agreement are under process. The project is proposed to be commissioned by December 2028.
