Recently, the Ampang Jaya Municipal Council (MPAJ) conducted a review of trash bin enforcement notices at Taman Melur. This operation was part of an ongoing effort to ensure the ‘1 Rumah 1 Tong Sampah’ (1 House, 1 Trash Bin) campaign is upheld in accordance with the Council’s By-Laws (UUK).
Sharing the update on its official Facebook page, the local authority revealed that out of 43 premises previously issued with notices, 32 have been reviewed to date.
MPAJ stated:
“The remaining premises yet to be reviewed will be subject to follow-up action in the near future. All 32 premises [checked so far] complied with the notices issued.
“There were also premises that proceeded to purchase bins immediately following verbal reprimands during the review.”
Furthermore, KDEB Waste Management, in collaboration with relevant departments, will continue to carry out periodic monitoring to ensure that compliance levels are maintained.
Mandatory bin requirements
Under MPAJ’s UUK, every landed residential property is required to provide and maintain its own rubbish bin. For terrace houses, this must be a wheeled bin (commonly known as a wheelie bin) with a standard 120-litre capacity.
This requirement is designed to facilitate the mechanical collection process used by cleaning contractors.
Residents must ensure these bins are:
- In good condition and kept tightly closed
- Placed in a location easily accessible to waste collectors
- Used correctly, with solid waste neatly wrapped in plastic bags before being placed in the bin
Penalties for non-compliance
Under the Waste Collection and Disposal (MPAJ) By-Laws 2007, residents who fail to provide or maintain a proper rubbish bin may face legal action. This includes:
- Compounds: Up to 50% of the maximum fine (approximately RM1,000)
- Court conviction: A maximum fine of RM2,000
- Ongoing failure: Residents who still fail to provide a bin after being served a notice or convicted may face additional daily fines of RM200 until the requirement is met.
