THE Joint Manning Group (JMG) convened nearly 300 maritime industry leaders and agency executives on July 24 for a landmark information series detailing the Department of Migrant Workers’ (DMW) new sea-based recruitment rules and revised employment contracts.
Organized in close partnership with government regulators, the JMG Information Series 01-2026 provided official implementation guidance on the newly issued 2026 DMW Sea-Based Rules and Regulations Governing the Recruitment and Employment of Seafarers, alongside the updated Standard Employment Contract for Seafarers. The full-day briefing marked a major industry-wide push to align manning operations with updated state policies while bolstering labor and welfare protections for Filipino seafarers worldwide.
“This activity is part of our efforts to uphold the rights and welfare of Filipino seafarers and to ensure that industry stakeholders remain well-informed about policy developments governing overseas maritime employment,” DMW Undersecretary Bernard Olalia said.
Olalia emphasized that establishing a clear and consistent understanding of the 2026 regulatory framework through the JMG Information Series is essential to facilitate compliance, prevent contractual ambiguities, and support an effective operational rollout across all licensed manning agencies and maritime partners.
The technical sessions of the JMG series featured comprehensive legal presentations designed to give participants an actionable breakdown of the evolving regulatory landscape.
Lawyer Janine Tutanes of the DMW Legal Service led the discussion on the salient provisions of the 2026 DMW Sea-Based Rules and Regulations, highlighting updated licensing guidelines and refined oversight structures. Lawyer Albert Ranier Valenciano presented the updated Standard Employment Contract for Seafarers, detailing key contractual updates, rights enforcement, and practical execution guidelines aimed at safeguarding crew members on international vessels.
To address practical compliance concerns directly, an interactive open forum followed the legal briefings. Assistant Secretary Julyn Ambito-Fermin, Director Liza Alcera, and Director Marieta Labong-Dela Cruz facilitated the panel discussion, answering operational queries and providing real-time policy clarifications for licensed manning agencies and maritime stakeholders.
Building on previously published policy directives, the joint DMW and JMG Information Series serves as a vital bridge between government regulations and fleet operations. The updated rules aim to enhance welfare protections by reinforcing fair contract terms and repatriation safeguards, modernizing administrative processes for manning agencies, and aligning Philippine maritime policies with international standards like the Maritime Labour Convention.
