
MANILA, Philippines —The Department of Justice (DOJ) has recommended the filing of criminal charges against Senator Jinggoy Estrada, several officials of the Department of Public Works and Highways, and other individuals over their alleged involvement in a multi-billion-peso corruption scheme tied to flood control and national infrastructure projects.
In a resolution transmitted to the Office of the Ombudsman, the DOJ panel said it found probable cause to indict the respondents for plunder, violations of the Anti-Graft and Corrupt Practices Act, direct bribery, and corruption of public officials.
Also named in the resolution were former DPWH Secretary Manuel Bonoan, former Undersecretary Roberto Bernardo, DPWH National Capital Region Regional Director Gerard Opulencia, Bulacan 1st District Engineering Office District Engineer Henry Alcantara, North Manila Assistant District Engineer Denril Cesar Fortuna, South Manila District Engineer Manny Bulosan, and DPWH official Arturo Gonzalez Jr., along with several unidentified respondents
