
The impending disruption in water supply from January 10th in Penang is expected to impact various businesses, particularly the manufacturing sector, prompting concerns regarding employee rights and employer responsibilities during such a period.
In response to potential actions by employers who might enforce annual leave or salary reductions due to the cessation of operations caused by the scheduled water supply disruption, Human Resources Minister Steven Sim Chee Keong emphasized the protection of employees' rights under the Employment Act 1955. Any employer found mandating employees to take leave or reducing their salaries without proper justification might face repercussions under the said act, with penalties of up to RM50,000 for non-compliance.
Minister Sim highlighted the avenue for affected employees to lodge complaints with the Department of Labour, empowering them to seek necessary redress and ensuring employers comply with the law. Additionally, he encouraged employers to seek guidance and advice from the department before making any decisions that impact their workforce during this period of disruption.
The Federation of Malaysian Manufacturers (FMM) Penang chapter echoed concerns about the impending halt in operations due to the water supply disruption. Datuk Seri Lee Teong Li, the chapter chairman, revealed that based on surveys conducted among members' factories, a substantial number, including small and medium enterprises (SMEs), anticipated temporary closures during the initial two days of disruption.
Industries heavily reliant on water supply for their processes, such as food production, chemical manufacturing, plating, and metal polishing, expressed their vulnerability. While efforts to stockpile water for 48 hours were undertaken, this was primarily for essential needs and couldn't sustain their regular operations.
The Minister's visit to Wisma Perkeso Penang emphasized the government's commitment to addressing concerns faced by affected businesses and employees. During the visit, the distribution of benefits, including permanent disability and disability pensions to contributors, underscored the ongoing support extended to individuals within the workforce.
As Penang braces for the imminent disruption, a collaborative approach between employers, employees, and government agencies becomes crucial to mitigate adverse effects and uphold the rights of the workforce.
