The Mirror says Everton are refusing to loan out Simms next term.
Simms signed his first professional contract with the club last season after smashing 46 goals last term.
Silva has reportedly told him he will be included on the first-team's pre-season trip to Kenya next month and will not entertain offers for his services.
Everton management have high hopes for the youngster.
