Efficient Traffic Flow: Malaysia-Singapore Second Link to Activate Contra Lane at KSAB Customs

In a move aimed at enhancing the efficiency of cross-border traffic between Malaysia and Singapore, Transport Minister Anthony Loke Siew Fook has announced the activation of a contra lane at the Customs, Immigration and Quarantine Complex of Kompleks Sultan Abu Bakar (KSAB) in Iskandar Puteri. The contra lane, set to be operational from next week, is part of the Johor government's proposals to alleviate peak-hour congestion and facilitate smoother travel experiences for commuters.

Minister Loke highlighted that the contra lane implementation would significantly increase the number of service counters, jumping from the existing 24 to a total of 36. This development is expected to disperse land traffic effectively, especially for travelers utilizing the Second Link between the two countries.

“At KSAB, there are currently 24 exit counters for those heading to Singapore and 24 entry counters for those entering Malaysia. With the activation of the contra lane, an additional 12 counters will be introduced, resulting in a 50% increase, bringing the total number of exit counters to 36," explained Minister Loke during a press briefing following his working visit to CIQ KSAB.

The contra lane is strategically designed to address specific peak-hour traffic patterns. Loke noted that Sunday traffic experiences the highest demand for contra lane exit counters when Singaporeans return to their country, contrasting with entry counters that witness peak activity on Fridays or Saturdays. This strategic implementation aims to optimize traffic flow and reduce congestion during peak hours effectively.

Regarding the foreign Vehicle Entry Permit (VEP) control system and Road Charge (RC) at the contra lane, Minister Loke revealed that a mobile method would be employed temporarily. This interim solution is set to be replaced by a permanent system, expected to be fully operational by the end of the fourth quarter of the current year at the latest.

"VEP and RC are crucial for recording the data of vehicles leaving the country via registered routes. The mobile method serves as the most viable approach until a permanent system is in place for the exit contra lane. Approval from the Road Transport Department (JPJ), under the Ministry of Transport (MOT), is a prerequisite for the contra lane's implementation, contingent upon resolving the technical challenges associated with the mobile method," Minister Loke clarified.

Johor Works, Transport and Infrastructure Committee chairman Mohamad Fazli Mohamad Salleh expressed gratitude to the Ministry of Transport for approving the exit contra lane at KSAB. He emphasized the significance of the initiative in improving traffic flow on the Second Link, traditionally used by lorries but witnessing an increase in usage by various vehicles, including motorcycles, post-COVID-19.

“Alhamdulillah, the minister has given his commitment to this initiative with the use of the mobile method. I hope this initiative can improve traffic flow on the Second Link. The Second Link is mostly used by lorries, but after COVID-19 and an improvement in service efficiency, more people, including motorcyclists, are using this route,” said Mohamad Fazli.

The activation of the contra lane at KSAB marks a significant step toward enhancing cross-border transportation efficiency, showcasing the commitment of the authorities to address peak-hour congestion and provide a seamless travel experience for commuters utilizing the Malaysia-Singapore Second Link.
