
THE Department of Energy (DOE) has temporarily suspended the fifth round of the Green Energy Auction Program (GEA-5) for offshore wind projects to reassess its implementation.
The Green Energy Auction Program is the government’s competitive bidding system for procuring renewable energy capacity at the lowest possible price. It is administered by the DOE and is designed to accelerate the development of renewable energy while keeping electricity costs competitive.In an advisory posted on its website, the DOE said all activities and proceedings under GEA-5 are on hold until further notice to allow the agency and other government entities to recalibrate the auction’s execution.The review will cover port readiness, permitting requirements, environmental and port-related costs, and potential disruptions to global supply chains, including the impact of developments in the Middle East.The DOE said the recalibration aims to ensure a more transparent, orderly and implementation-ready auction by aligning requirements, timelines and implementation parameters.Revised timelines and supplemental guidelines will be issued later.GEA-5 was set to auction 3.3 gigawatts of fixed-bottom offshore wind capacity, with projects targeted for delivery from 2028 to 2030.The DOE released the GEA-5 notice of auction and terms of reference in November 2025.
