
In a significant move towards educational equity, the Education Ministry has announced that all SPM graduates with 10As and above are assured a place in the 2025 intake of matriculation programmes at local public higher education institutions. This commitment aligns with Prime Minister Datuk Seri Anwar Ibrahim’s vision of providing equal access to higher education, irrespective of racial background or geographic location.
The ministry emphasized that this initiative is designed to be inclusive, ensuring that every high-achieving student has the opportunity to further their education without discrimination. "The goal is to ensure that outstanding students are given the opportunity to pursue higher education based on merit," the Education Ministry stated.
To implement this initiative effectively, the Education Ministry will collaborate closely with the Higher Education Ministry. Together, they will review the number of 10A achievers who have applied for matriculation programmes through UPUOnline, managed by the Student Admission Division in the Malaysian Institute of Higher Education. This collaboration aims to realign the placement offers based on the programme preferences of those who were not initially offered places.
The placement process will consider the qualifications of candidates and the availability of spots in the matriculation programmes. Meanwhile, the Higher Education Ministry will handle admissions to foundation and diploma programmes at public universities. "This effort is to ensure that high-achieving SPM students, especially those from the B40 economic group, have the opportunity to continue their education," the ministry added.
Notably, the existing Bumiputera quota system for matriculation programmes remains intact and unchanged. The ministry highlighted that this decision supports the aspirations of exceptional students from various socio-economic backgrounds and aligns with the Madani government's commitment to enhancing educational access and equity nationwide.
Although racial quotas for public university admissions were abolished in 2002, matriculation colleges still maintain a 90 percent quota for Bumiputera students, with certain foundation courses exclusively available to them. Despite this, the new initiative marks a significant step towards balancing fairness in the education system.
On June 30, Prime Minister Anwar Ibrahim announced the decision to open matriculation spots to all top scorers regardless of their racial background. He stressed that the existing Bumiputera quota for the matriculation programme would remain unchanged, in line with Article 153 of the Federal Constitution. This move is seen as a crucial step in addressing fairness and providing equal educational opportunities for all Malaysian students.
The Education Ministry's announcement has been widely praised as a progressive step towards ensuring that merit, rather than race or location, determines access to higher education. By focusing on the academic excellence of students and supporting those from disadvantaged backgrounds, the government aims to create a more inclusive and equitable education system.
