Estonia has been named the world's top destination for relocation in the 2026 Rumavi Global Relocation Index, with Taiwan securing fifth place among 192 countries and territories assessed in the annual ranking.
The index, published each year at the close of the second quarter, evaluates nations across 24 metrics grouped under four categories: financial and tax conditions, livability and health, safety and stability, and settling and opportunity. Estonia edged out Singapore by the narrowest of margins, scoring 72.8 out of 100 against the city-state's 72.6, with Malaysia, Portugal, and Taiwan rounding out the top five at 72.0, 71.6, and 71.4 respectively.
Estonia's Digital Governance Powers a Near-Perfect Banking Score
Estonia's top ranking reflects more than a decade of investment in digital infrastructure and governance. The Baltic nation received 99 out of 100 for currency and banking stability — the highest mark in that category — and scored 96 for business opportunities and 86 for green spaces. Its e-Residency program, which allows entrepreneurs to register and manage EU-incorporated companies entirely online, and its Digital Nomad Visa, one of the first of its kind in Europe, have established the country as a benchmark for tech-forward governance.
The country's lone vulnerability is its climate, where it scored just 20 out of 100 owing to long, harsh winters with minimal sunlight. Even so, Estonia ranked first overall for families — the relocation profile that assigns the heaviest weighting to street safety — and placed second for entrepreneurs, behind only Singapore.
Taiwan Lands Fifth Globally, Outpacing Most of Asia and Europe
Taiwan's fifth-place finish is a notable result in a field that includes major financial hubs and long-established expat favorites. Its score of 71.4 puts it ahead of Lithuania, Hong Kong, and several European nations with strong reputations for quality of life — a result that reflects Taiwan's competitive performance across livability, safety, and healthcare metrics.
Singapore, despite finishing second overall, claimed first place in the rankings for both entrepreneurs and tax-friendliness. However, steep housing costs and limited pathways to permanent residency weighed down its scores for other migrant profiles; it ranked 27th for retirees and 41st for digital nomads. Lithuania and Hong Kong tied for sixth at 71.0, followed by Saint Kitts and Nevis at 70.3, Czechia at 69.9, and Malta at 69.8.
Separate Profiles Reward Different Priorities in Relocation Decisions
The index goes beyond a single global list, producing tailored rankings for four relocation profiles: families, retirees, digital nomads, and entrepreneurs. Each profile reweights the 24 metrics to reflect what matters most to that group. Digital nomads are evaluated primarily on affordability, internet infrastructure, and how foreign income is taxed — with no weight placed on permanent residency pathways, since mobility, not settlement, defines that lifestyle. For retirees, healthcare quality and treatment of foreign income take priority.
Under those criteria, Malaysia ranked first for digital nomads, with Portugal second. Portugal also claimed third globally for retirees, supported by its strong currency and banking score and low conflict risk — despite a below-average income tax rating of 48 out of 100. Five European countries appeared in the overall top 10: Estonia, Portugal, Lithuania, Czechia, and Malta. Rumavi draws on multiple data sources for each metric, including World Bank purchasing power parity data, the Mercer Cost of Living Survey, the Global Peace Index 2025, and World Bank governance effectiveness scores.
