
The European Union is preparing more sanctions for Russia after a wave of overnight strikes killed at least 10 people in Ukraine's capital Kiev.
"Words of condemnation alone will not stop attacks on Kyiv," EU top diplomat Kaja Kallas said on Thursday.
"Only sustained military support for Ukraine and increased pressure on Moscow can do that," she said. "Today, I will propose to sanction more entities supporting Russia's military-industrial complex in response to the strikes."
EU countries still need to unanimously back the measures.
"The more Moscow attacks civilians, the more sanctions must be imposed. We keep raising the cost until Russia understands it cannot win," Kallas said.
The EU foreign affairs chief also said that EU diplomatic staff in Kiev are accounted for, following the attack on Kiev which was described by local press as one of the heaviest since the start of Russia's full-scale invasion in 2022.
