Everton's prospective owners 777 Partners has still not been given the green light to buy the club.
Even though Everton are using money given to the club by 777 Partners, the investment entity cannot make the purchase official.
Per The Mail, the Premier League still has to run the rule over every aspect of the deal.
777 Partners must show that it has a financial plan for Everton over the coming years.
Belgian side Standard Liege, who are owned by 777 Partners, did not meet financial obligations recently and were given a transfer ban.
The group has loaned Everton around 105 million since August, with most of that money going towards the stadium.
