Portsmouth were given a nine point drop for being in administration in 2010, while Middlesbrough were docked three points for a game postponement back in 1997.
Per The Telegraph, an independent commission is currently assessing the Everton case.
The Premier League will rely on that commission for its final verdict, including the severity of the punishment.
