
The Haryana Government is preparing to notify its ‘Progressive MSME & Export Policy’ to create a strong ecosystem where MSMEs become key beneficiaries of industrial growth. Here is what you need to know about the new policy and how it aims to transform Haryana into India’s manufacturing hub.

The proposed ‘Progressive MSME & Export Policy’ is designed to strengthen micro, small and medium enterprises while boosting exports from Haryana. The policy will complement the ‘Make in Haryana Industrial Policy-2026’ and ensure that large investments in the state generate opportunities for smaller businesses through supply chains, vendor networks and industrial linkages.
- How will MSMEs benefit from mega investments worth over Rs 5 lakh crore?
The government’s strategy is to use large industrial projects as growth engines for smaller enterprises. As new manufacturing clusters, logistics parks, private industrial parks and Industrial Model Townships (IMTs) come up, MSMEs will gain access to better infrastructure, connectivity and business opportunities. Small firms are expected to become suppliers and service providers for larger industries, helping them expand operations and improve competitiveness. The policy aims to reduce operational costs through improved logistics and utility infrastructure.
- What incentives will be available for entrepreneurs and women-led businesses?
A key focus of the policy framework is support for entrepreneurs, particularly women-led enterprises. The government has introduced nine sector-specific policies covering industries such as electronics system design and manufacturing (ESDM), pharmaceuticals, artificial intelligence (AI), green energy and other emerging sectors. These policies offer flexible incentives including capex subsidies, opex subsidies, research and developmental support, employment-generation incentives, capacity-building assistance and export promotion benefits. Officials said businesses would be able to tailor incentives according to their sector and growth plans rather than follow a one-size-fits-all model.

To encourage industrial expansion beyond traditional hubs, Haryana plans to offer higher incentives in prime and sub-prime areas. The objective is to attract investment into emerging industrial regions, create jobs in smaller cities and distribute economic growth more evenly across the state.
