The Ministry of Education must recognize that stating Vernacular School children are not excelling in BM due to DLP is incorrect.

The MOE implemented DLP in 2016 without class assessments or "PBD" measurement. During the formal UPSR examination, the benchmark was established using the overall average marks or "PMS-PURATA MARKAH KESELURUHAN," expecting BM scores above B. A circular on October 5, 2018, clarified DLP as a choice for English in science and math, aligning with the MBMMBI policy.

With the abolition of the UPSR examination, it's unclear how the minister claims a national exam standard. If referring to "Pentaksiran Dalam Bilik Kelas-PDB" class assessmen, the absence of a benchmark raises questions. In Sarawak, where DLP is 100% used, the apparent discrimination lacks justification. The minister's assertion about Vernacular School children's poor BM performance is based on school teachers' assessments rather than a standardized exam like UPSR.

The 2018 circular maintained that "DLP merupakan program yang memberi pilihan kepada sekolah untuk menggunakan bahasa Inggeris dalam pengajaran dan pembelajaran (PdP) mata pelajaran bidang sains dan matematik yang ditetapkan oleh Kementerian Pendidikan Malaysia. Program ini dilaksanakan sebagai salah satu inisiatif di bawah Dasar Memartabatkan Bahasa Malaysia Memperkukuh Bahasa Inggeris (MBMMBI)."

The MOE had a clear direction until UPSR examination was abolished, therefore it becomes pertinent on the teachers performance and it is their responsibility to make sure these students from Vernacular Schools excel in Bahasa Malaysia.

My million-dollar question is, how is the minister claiming to have a national exam standard and on which benchmark did the ministry base it? The Minister should make an overall assessment on the present education system, if need to revamp the system and evaluate the teachers performance to measure the results.

The Minister should provide information on what and how the national level BM achievement is measured since there is no uniform exam.

Do not make an assumptions based on information provided without a proper assessments and guidelines.
