
The Ministry of Education (MoE) has announced its agreement to 10 key claims put forward by the Sarawak government, aiming to improve the state's education sector. These claims were discussed through the Joint Action Committee on Education Development (JTBPP), which serves as a platform for collaboration between the federal government and the Sarawak state government to address educational challenges and implement effective solutions.
In a statement released today, the MoE confirmed that it has agreed to several significant measures, including increasing the involvement of the Sarawak Ministry of Education, Innovation, and Talent Development (MEITD). This would provide the state with a more active role in shaping its educational policies. Additionally, the hiring of contract teachers in Sarawak will remain under the jurisdiction of the Education Service Commission, ensuring that appointments align with national standards.
Another key agreement involves enhancing technical and vocational education and training (TVET) programmes. These initiatives will be tailored to Sarawak’s specific needs and priorities, ensuring that the state's workforce is adequately trained to meet the demands of its growing industries. The Sarawak government will also play a crucial role in planning educational development projects, further strengthening the collaboration between state and federal authorities.
An important step towards decentralization is the delegation of authority to the Sarawak State Education Director. This will allow the director to approve school maintenance projects funded by the Sarawak government or other non ministerial parties. Such projects will still need to adhere to existing guidelines, but this move offers greater autonomy to the state, facilitating quicker decision making processes and more localized solutions to school infrastructure issues.
The statement from the MoE also noted that the Sarawak State JTBPP meeting took place in February, and a similar meeting for Sabah is planned for October. These meetings are essential for discussing educational reforms and ensuring that both states receive the attention and resources they need to improve their education systems.
Moreover, the recent Malaysia Agreement 1963 (MA63) Action Council meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, focused on advancing education in Sabah and Sarawak. The meeting emphasized the importance of working closely with local education authorities to address vacancies and acting positions for district education officers, principals, and headmasters. As stipulated in the Education Act 1996 (Act 550), these appointments will still require approval from the Minister of Education, but the Sarawak State Education Director will play a more prominent role in the process, allowing for more efficient administration at the local level.
The MoE reaffirmed its commitment to working closely with both the Sabah and Sarawak governments to ensure continuous improvements in their education systems. This cooperation is in line with the spirit of the Malaysia Agreement 1963 (MA63), which recognizes the unique needs and rights of the two East Malaysian states. By strengthening these partnerships, the federal government aims to bridge the educational gap between Peninsular Malaysia and East Malaysia, ensuring equal access to quality education for all Malaysian students.
In summary, the agreements reached between the MoE and the Sarawak government mark a significant step forward in enhancing education in the state.
