KUALA LUMPUR – In an unprecedented move, Federal Territory agencies have opened their doors to the Malaysian Anti-Corruption Commission (MACC) as part of efforts to bolster governance, integrity, and public accountability across the region.

The Federal Territory Department (JWP) announced that it is taking a firm stance against corruption and abuse of power, affirming that such practices "have no place in the administration of the Federal Territory." The agency also stated that its cooperation with the MACC will strengthen efforts in detecting, preventing, and enforcing actions against misconduct related to integrity.

“This move reflects a clear commitment that efforts to fight corruption are not just policies, but are implemented through structural, system and operational actions,” said Minister in the Prime Minister’s Department (Federal Territory), Hannah Yeoh.

As part of this initiative, JWP will formalise its partnership with the MACC via a Memorandum of Cooperation, aiming for a more systematic and effective collaboration to improve governance and prevent corruption within its administration.

This partnership will also extend to key agencies under JWP’s supervision, such as Kuala Lumpur City Hall (DBKL), Putrajaya Corporation (PPj), Labuan Corporation (PL), the Office of the Director of Land and Mines of the Federal Territory (PTGWP), Kampong Bharu Development Corporation (PPKB), and the Federal Territory Sports Council (MSWP).

“The scope of cooperation includes sharing information, providing expertise in detecting and confirming complaints or misconduct, as well as the ongoing dissemination of information related to corruption crimes,” Yeoh stated in a Facebook post.

In a further step to enhance accountability, the use of body-worn cameras by enforcement personnel will be introduced in phases, beginning in the fourth quarter of 2026. This initiative aims to ensure adherence to standard operating procedures during field operations and provide visual and audio evidence in the event of disputes or misconduct allegations.

Additionally, the risk rating of the PTGWP office will be reassessed as part of efforts to reinforce its Integrity Unit.

“This push for transparency will restore public confidence in our public institutions,” Yeoh added.

The partnership with the MACC also includes training programmes aimed at improving skills and competencies in areas such as corruption prevention, enforcement, governance, and the broader anti-corruption agenda.

Beyond its collaboration with the MACC, JWP and its agencies are also implementing internal governance reforms, including more frequent job rotations for field officers and personnel in sensitive roles to reduce familiarity risks. The reform plan also includes strengthening procurement processes by shifting to fully online quotation and tender systems.
