PRESIDENT Ferdinand Marcos Jr. has named finance and investment veteran Victor Alfonso Limlingan as the new president and CEO of the Social Security System (SSS).
Limlingan takes over from Robert Joseph de Claro, who was appointed by the president as Department of Information and Communications Technology secretary, replacing Henry Rhoel Aguda.
In a statement emailed to The Manila Times on Friday, Limlingan said he has set his sights on enhancing and expanding member loan programs, improving the risk-adjusted returns of the agency’s investment portfolio and relaunching the Pension Booster Program.
Limlingan used to be in the Social Security Commission (SSC), the SSS’ policymaking governing body, representing the employers’ group.
In November 2024, he chaired the SSC’s Risk Management and Actuary Committee, and served on its Investment Committee, Contribution and Collection Committee, and Corporate Governance Committee.
Limlingan is currently managing director of Regina Capital Development Corp. He had also sat on the board of the state-owned Development Bank of the Philippines, where he chaired the Risk Oversight Committee.
He had served as senior vice president at Small Business Corp., where he focused on financial-recovery initiatives for small enterprises and the optimization of treasury investments.
Earlier in his career, Limlingan provided consultancy services to the National Economic and Development Authority, and the Housing and Urban Development Coordinating Council, now known as the Department of Human Settlements and Urban Development.
Holding a Master of Business Administration from Northwestern University’s Kellogg School of Management and a chartered financial analyst, Limlingan earned his bachelor’s degree in interdisciplinary studies, majoring in history and humanities, from the Ateneo de Manila University.
An industry source who has known Limlingan since his stockbroker days expects him to introduce initiatives to improve the pension fund’s investment returns, citing the Government Service Insurance System as a possible model. The source requested not to be quoted directly.
