First phase of digital government drive is completed

THE State Government has completed Phase 1 of the Digital Government Initiative for the Data Integration and Interchange Platform (DIIP) and the Three Data Hubs, namely People Hub, Business Hub and Geo Hub, said Chief Minister Datuk Seri Hajiji Noor.

According to him, People Hub is a facilitator for the seamless integration of data across agencies via an authentic original source in order to establish a more holistic and people-centric approach to government agency services.

He said the State Government has introduced four online services to develop the potential use of “Biz Hub”, namely BizSabah Portal, to provide entrepreneurial information for each district, Environment Social Governance (ESG) Sustainability Assessment for small and medium-sized entrepreneurs (SMEs).

Virtual Engagement Platform (VEP) for business matching (B2B Matching) and Sabah TAMU to promote and stimulate the growth of the digital market in Sabah.

“While Geo Hub enables geospatial mapping and analysis for various purposes and activity monitoring with geospatial reference and satellite maps. Phase 1 of DIIP and these three hubs have been completed,” he said at the official opening ceremony of the two-day CelcomDigi Business Tech Week at the Sabah International Convention Centre (SICC), Kota Kinabalu, on Mar 16. His speech was read by State Finance Minister Datuk Seri Masidi Manjun.

The Chief Minister said the State Government was always committed to strengthening its service delivery by strengthening the administration and equipment of digital equipment for service members.

According to him, the State Government will ensure that government machinery continues to work in a 5A environment which is Available at Anytime, Anywhere with Any Mobile Device, and will ensure the installation of Wi-Fi facilities in all government premises with the State Government’s cyber security always guaranteed against intrusion and hacking.

Hajiji said through this effort, the State Science, Technology and Innovation Ministry (KSTI) through the Computer Services Department (JPKN) and Sabah Net will ensure that digitisation in Sabah is developed consistently through various digitisation plans and programmes.

He said JPKN will continue to develop application systems for State Government agencies and it is expected that as many as 30 application systems with “End-To-End” characteristics will be developed.

In addition, he said, the Internet network infrastructure in all government premises will continue to be strengthened with the installation of broadband lines, in line with the expansion of the installation of fibre optic networks throughout the State, as well as the use of cloud computing solutions in line with the MyDigital Economy Blueprint.

“Sabah Net will continue the work of upgrading all 749 State Government offices to a fibre network with a minimum speed of 100Mbps until the year 2025. The Sabah Net Data Centre which has high capacity power is the main host for State Government service applications.

“For the improvement of cyber security, Sabah Net continues efforts in upgrading the cyber security system using the latest technology. This improvement will strengthen cyber security protection so that the Government can operate flexibly anywhere,” he said.

Hajiji said Sabah Net will collaborate with authorities and cyber security service providers of calibre in Malaysia to make Sabah a centre for human capital development in the field of cyber security. Sabah Net has also upgraded the self-service portal to allow government users to manage their e-mail login completely by themselves, besides becoming a one-stop centre for cloud computing services.

According to him, in improving the level of connectivity and the quality of broadband services in Sabah, the State Government through the Malaysian Communications and Multimedia Commission will increase the construction of new towers, upgrade existing transmitter stations to 4G and upgrade the Rural Internet Centre (PID) to the Keluarga Malaysia Digital Economy Centre (PEDi).

He said, KSTI will also install satellite technology Internet facilities (VSAT) in 300 identified locations in 2023, while the Ministry of Communications and Multimedia has also agreed to install 300 VSATs in Sabah in areas that are not included under the National Digital Network Plan (Jendela) programme.

“All the plans and digitisation programmes implemented by the State Government are to ensure not only the improvement of the public service system in Sabah but also as a catalyst to speed up the State’s digital transformation,” he said.
