
Senior IPS officer Sibash Kabiraj is the new Commissioner of Police, Gurugram.
Kabiraj, a 1999 batch officer, earlier served as Panchkula Commissioner of Police and Gurugram Joint Commissioner of Police, and held additional charges as Additional Director General of Police (ADGP) for Cyber and Director of the State Crime Records Bureau.
In an exclusive interview with the Tribune, Gurugram CP Sibash Kabiraj shares his vision for Gurugram police, including crime control, strengthening law and order, traffic management and women’s safety in the city.
What are your priorities as the Commissioner of Police, Gurugram?
My priorities will be strengthening law and order, improving cybercrime response, enhancing women’s safety, improving traffic management, and ensuring responsive, technology-driven and citizen-friendly policing. Focus will also remain on preventive policing and strengthening police station functioning.
What are your plans for better law and order, crime control and better public trust in the ever-growing Gurugram?
Our focus will be on preventive and intelligence-based policing. We will strengthen patrolling, crime mapping, surveillance systems and action against habitual offenders. Simultaneously, greater interaction with resident welfare associations (RWAs), market associations and citizens will be encouraged to build trust and ensure that policing remains accessible, fair and responsive.
Increasing cybercrime is a big challenge for Gurugram police. What is the plan to deal with cybercrime and cybercriminals?
Cybercrime is one of the biggest challenges today. We are strengthening cyber police stations, enhancing technical capabilities and providing specialized training to investigating officers. Greater coordination with banks, telecom companies and national agencies will be ensured. At the same time, large-scale awareness campaigns will be conducted as public awareness remains the strongest defense against cyber fraud.
Traffic congestion has been a problem in Gurugram for many years. What are your plans to address this problem?
Traffic management requires coordinated efforts from multiple agencies. We are focusing on identifying congestion points, removing bottlenecks, improving traffic engineering, strictly enforcing violations, and using data-driven deployment of traffic personnel. Special attention will also be given to monsoon preparedness, parking management and promoting lane discipline and road safety.
Gurugram is a haven for inter-district and inter-state criminals. What is the plan to deal with these criminals?
Strict action will be taken against organised criminal networks, interstate gangs, vehicle thieves, cyber criminals and habitual offenders. Intelligence gathering, technical surveillance, inter-state coordination and focused operations by crime units will be strengthened. Particular emphasis will be laid on identifying and dismantling criminal networks rather than merely arresting individual offenders.
What message would you like to convey to the residents of Gurugram?
I would like to assure the residents that Gurugram police are fully committed to their safety and security. We will continue to act firmly against criminals while ensuring citizen-friendly policing. I urge all residents to cooperate with the police, report suspicious activities promptly and actively participate in community policing initiatives. Together, we can make Gurugram safer and more secure.
