
MANILA, Philippines — For the second time, Caloocan City obtained an unmodified opinion from the Commission on Audit (COA) on its 2025 financial statements which were found to be transparent and accurate.
Mayor Dale Gonzalo Malapitan said that the latest COA recognition affirms the fair presentation of the city government’s financial position and compliance with accounting and ethical standards.
“COA’s unmodified opinion highlights the city government’s commitment to transparency and accountability which are made possible due to the dedication and competence of the City Hall workers,” Malapitan said. "This recognition reflects our sustained dedication to managing the city's funds with order and accountability.”
An unmodified opinion is the highest audit rating issued by COA, indicating that the financial statements were presented in accordance with applicable government accounting standards.
The Caloocan mayor said that the local government has been upholding transparency and ensuring that public resources are utilized effectively for programs and services that benefit the residents.
“My administration will continue to strengthen a government rooted in integrity and compassion for every Caloocan resident,” Malapitan said.
