The National Registration Department denies claims linking foreigners’ presence to MyKad applications, explains the pink birth certificate’s true purpose.

PUTRAJAYA: The presence of any individual at the National Registration Department (JPN) premises, including foreigners, does not necessarily mean they are applying for or will be issued a MyKad, the department said.

It said JPN provides various registration and documentation services involving both citizens and non-citizens, depending on the type of transaction being carried out.

In a post on its social media platforms, JPN said among the services involving non-citizens were birth registration and civil marriage registration with foreign spouses.

“Therefore, do not draw conclusions solely based on a person’s presence at JPN premises or a photograph without knowing the actual purpose of the visit,” it said.

The clarification was issued following claims linking the presence of foreign individuals at JPN premises to applications for identity cards.

The department also clarified that the pink birth certificate only serves as proof that a birth has been registered in Malaysia and does not indicate that the individual is a Malaysian citizen.

It said the certificate is also issued to non-citizens, including those who do not meet the requirements to obtain Malaysian citizenship.

“This is because every birth that occurs in Malaysia must be registered regardless of whether the child’s mother or father is a Malaysian citizen or a non-citizen.

“Such registration is important to ensure every birth is officially recorded and does not mean Malaysian citizenship has been granted to the individual concerned,” it said.
