FOUR Chinese nationals, including a woman, were charged in the Sessions Court in Balik Pulau today with kidnapping a Singaporean man for ransom at Penang International Airport (LTAPP), Bayan Lepas, on July 26.
Liu Ting Jun, 46; Huang Jian, 39; Wang Hao Yu, 32; and Guan Siqi, 24, were jointly charged with two other individuals who remain at large and two others who have since died, with kidnapping Singaporean national Quek Aik Teng at about 5.15pm.
The charge was framed under Section 3(1) of the Kidnapping Act 1961, read together with Section 34 of the Penal Code.
If convicted, they face between 30 and 40 years’ imprisonment and whipping.
The charges were read to all four accused in Mandarin. They said they understood the charges and the prescribed punishment before each pleaded not guilty.
Deputy Public Prosecutors Ikmal Affendi Zulkifly and Azizul Hilmi Zulkifli appeared for the prosecution, while three of the accused were represented by lawyer Azizul Hilmi Zulkifli and Liu by lawyer Edward Ng Kee Way.
Ikmal said no bail was offered due to the seriousness of the case.
“This is also a matter of public interest. Therefore, we hope the court will reject the bail application,” he said.
He said the prosecution was still awaiting confirmation from the Immigration Department regarding the passport details of all four accused.
However, Azizul and Kee Way applied for bail for their respective clients, arguing that they had fully cooperated with police and were prepared to surrender their passports, report to police periodically and refrain from contacting the victim or prosecution witnesses.
Judge Ahzal Fariz Ahmad Khairuddin subsequently rejected the bail applications and ruled that all four accused were not eligible for bail.
The court fixed Oct 15 for the handover of documents. - September 10, 2026
