Fulham boss Marco Silva is seeking more guidance from the Premier League after being booked in their 2-2 draw at Arsenal.
Silva was shown yellow as Calvin Bassey was sent off in the second-half.
Asked if the new guidelines for managers are clear, Silva said: "No. I am the first to criticise myself. Even in situations where it is hard to stay in control, I am the first to criticise myself.
"In this way it is difficult. I stand and to not move is almost impossible for me. If you behave wrong, of course you have to be booked. If you go a bit outside the area it will be difficult, not just for me. These new guidelines, not just for managers but for players as well. That first yellow card for Calvin Bassey [for timewasting], how can you understand that? Even if you create situations in training to adapt, for the players it is near impossible. The consistency is the main thing and we are not seeing that.
"In the meetings we had before the season with the referees, we all said we want a better game. We want more minutes played. We also want 11 v 11 on the pitch and managers on the touchline and this way it will be difficult."
