Fluminense, who won the Copa Libertadores and Brazilian championship titles, want a fee of closer to 30 million for Andre.
While Liverpool's interest has cooled, Arsenal, Tottenham and Manchester United are still competition for Andre.
Fulham are still hoping to negotiate down the fee and secure the midfielder in January.
