The France U21 right-back, who has been watched regular by technical director Edu's scouts, has attracted a first offer from the Gunners.
The London Evening Standard says a 20m bid has been tabled and rejected by Gala.
However, the door hasn't been shut on Boey's sale.
Instead, if Arsenal agree to go to 21.5m then Gala will sell the youngster.
