Gawad Lingkod Bayani recipients' scholarship underway

THE Civil Service Commission (CSC) signed a memorandum of agreement (MOA) renewing its partnership with the University of the Philippines (UP) in preparation for the establishment of scholarship grants to Gawad Lingkod Bayani awardees.

CSC Chairman Marilyn Yap said Thursday that the initiative aims to recognize excellence in public service and support the continued development of exemplary civil servants.

Yap said she signed the agreement with UP System President Angelo Jimenez. Also present during the signing rites were CSC Commissioners Ryan Alvin Acosta and Luis Meinrado Pañgulayan, and UP Vice President for Administration Augustus Resurreccion.

Under the agreement, UP scholarships will be granted to Gawad Lingkod Bayani awardees from 2025 to 2030.

The scholarship may be availed of within five years from receipt of the award. Individual and group awardees, or one qualified beneficiary, may enroll in a degree program and pursue their studies until completion within the period prescribed under UP rules, subject to compliance with all academic requirements of the university.

Awardees may pursue graduate studies in any UP constituent university, including UP Diliman, UP Manila, UP Los Baños, UP Visayas, UP Mindanao, UP Baguio, UP Cebu, UP Tacloban, and UP Open University (UPOU), according to the commission.

“As the national university, UP is widely recognized for its commitment to honor, excellence, and service to the people, values that strongly resonate with us at the CSC,” Yap said.

“At the heart of this collaboration is a shared belief that when government and academic institutions work together, we create stronger pathways for empowerment, leadership development, and meaningful public service,” she added.

Jimenez noted the university's mission to expand access to quality education, saying the national university would remain open to deserving Filipinos from all walks of life.

“We believe deeply in the transformative power of education — not only as a means of personal advancement, but as a force that shapes institutions, communities, and nations,” Jimenez said.

“We hope that the future scholars and awardees of this program will continue to become leaders not only because of their expertise, but because of their character; not only because of what they achieve, but because of how they choose to serve,” he added.
