The German government initiated plans on Wednesday aimed at accelerating the expansion of fibre-optic internet infrastructure, an issue often cited as a drag on Germany's suitability as a business location.

The proposals, which require parliamentary approval to take effect, should reduce bureaucracy and simplify procedures, according to the Digital Ministry.

Fast and stable internet is a prerequisite for economic growth and social prosperity in the digital age, Digital Minister Karsten Wildberger said.

The reform package included a wide range of targeted measures "to bring fibre optics to every building and every home," he added.

At present, fibre-optic connections often end at the building entrance. The new rules are intended to give telecommunications providers a so-called right to full installation vis-à-vis building owners.

In cases where fibre-optic cable leads up to the building but internal infrastructure is lacking, providers are to be able to lay the necessary cabling inside the building as well. Alternatively, building owners could take care of the in-house fibre cabling themselves within a set deadline.

The reform also aims to speed up authorization procedures for laying fibre-optic cable across the country by shortening approval deadlines and allowing construction companies to begin work earlier.

In addition, railway companies would be required to cooperate in the expansion of fast mobile networks along railway lines.
