As the 15th State Elections (PRN) approach on August 12th, 2023, across six (6) states and involving 3,450 polling centers, innovative measures are being taken to ensure that every eligible voter, even those who are COVID-19 positive and in isolation, can exercise their democratic right safely. The Ministry of Health Malaysia (KKM), in collaboration with the Election Commission (SPR), has introduced comprehensive guidelines to manage the participation of COVID-19 positive voters, aiming to strike a balance between civic duty and public health safety.
Empowering COVID-19 Positive Voters
Recognizing the importance of civic participation, even in times of crisis, the KKM and SPR have joined forces to create guidelines that enable COVID-19 positive individuals, aged 18 and above, to cast their votes while minimizing the risk of spreading the virus.
A Step-by-Step Approach
To facilitate a smooth and secure voting process, COVID-19 positive voters will receive a notification on the MySejahtera app from August 10 to August 12, 2023. This notification will instruct them to contact the District Health Office (PKD) or designated health officers at the polling center prior to their arrival. This proactive step ensures that health officers are adequately prepared to manage COVID-19 cases and maintain a controlled environment within the polling centers.
Ensuring Safety at the Polls
COVID-19 positive voters are requested to arrive at the polling center at least two (2) hours before the voting period concludes. This strategic timing is aimed at reducing interactions with other voters, thus minimizing potential exposure. Additionally, these voters are encouraged to refrain from using public transportation and must wear face masks at all times while at the polling center. Exceptions to mask-wearing are permitted during identity verification, ensuring a seamless and secure voting experience.
Stringent Safety Measures
Upholding the principle of physical distancing, COVID-19 positive voters are advised to maintain a safe distance from others, especially during interactions with election officers when their masks are temporarily removed for identity verification. After casting their votes, these voters are urged to promptly leave the polling area and continue self-isolation until the conclusion of the Home Surveillance Order (HSO) period.
Hospitalized Voters' Participation
For COVID-19 positive individuals receiving hospital treatment, the guidelines allow them to be discharged at their own risk in order to vote. Adhering to the established procedures, they can use their personal vehicles to reach the polling center. After voting, they should immediately return to self-isolation at their residence or designated isolation area for the remainder of the HSO period.
