QUALIFIED government employees may receive their 2024 Performance-Based Bonus (PBB) earlier this year as the government moves to expedite its release, Malacañang said Thursday.
Citing the Department of Budget and Management, Palace Press Officer Claire Castro said the bonus could be released earlier, depending on the implementation schedule.
"The Fiscal Year 2024 Performance-Based Bonus for qualified government employees will be processed and is expected to be granted this year. It may even be released earlier," Castro said in a press briefing.
The funding for the 2024 Performance-Based Bonus has been provided under the 2026 General Appropriations Act, ensuring that sufficient funds are available for its release.
"For a more detailed implementation schedule, including the target timelines for the processing and release of the Performance-Based Bonus, you may refer to item 9 of EO (Executive Order) 61 Technical Working Group Memorandum Circular No. 2026-1 dated July 3, 2026," she said.
Castro encouraged government employees to refer to the Technical Working Group Memorandum Circular for more detailed information on the implementation schedule.
EO 61 established a streamlined and simplified government performance management and incentives system.
The PBB is a performance-based incentive granted to qualified personnel in agencies that meet the requirements of the government's performance management system.
This is on top of the Productivity Enhancement Incentive distributed across the board, as well as midyear and yearend bonuses and a P5,000 annual cash gift.
Government workers in national government departments, bureaus, offices, other executive offices, state universities and colleges, government-owned or -controlled corporations, local water districts, and local government units are eligible to receive the PBB.
Employees of Congress, the judiciary, constitutional commissions, the Commission on Human Rights, and the Office of the Ombudsman are also eligible.
To qualify, an agency must earn an overall score of at least 70 points under the scoring system prescribed in the Memorandun Circular issued on July 3.
Agencies that receive a rating below 4 in any eligibility criterion are not included.
The Memorandum Circular states that units and individuals — including the head of the concerned unit — found to be primarily responsible for any deficiency will be "isolated and excluded from the grant of the FY 2024 PBB."
