
In a bid to ensure transparency and accountability among registered organizations, Home Minister Datuk Seri Saifuddin Nasution Ismail has instructed the Registrar of Societies (RoS) to conduct periodic examinations of their activities and financial status. This directive comes in the wake of a controversy involving the charity group Aman Palestin.
Saifuddin emphasized that the RoS must take decisive action, including revoking the registration of organizations that fail to submit comprehensive financial, annual, and activity reports. Speaking to reporters, he highlighted the importance of thoroughly scrutinizing reports to prevent the registration of organizations deviating from their stated objectives.
Citing the Societies Act 1966, Saifuddin underscored the RoS's authority to process registration applications, grant approvals, and ensure organizations operate within the bounds of the law. However, the minister's remarks raise questions about Aman Palestin, which is registered as a company (Aman Palestin Bhd) under the Companies Commission rather than the RoS.
Recent developments saw the Malaysian Anti-Corruption Commission (MACC) freezing 41 bank accounts linked to Aman Palestin and several related companies. A subsequent raid uncovered gold bullion, leading to increased scrutiny. Aman Palestin, in response, demanded the release of its frozen accounts and threatened legal action to regain access.
The MACC, conducting an ongoing investigation under the MACC Act 2009, the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (Amla), and the Penal Code, has intensified efforts to uncover any financial irregularities.
Founded in 2004, Aman Palestin, based in Bangi, claims on its website to collect donations for those affected by conflicts in Palestine, Syria, and Lebanon. The charity's executive director, Abdullah Zaik Abdul Rahman, has a controversial past as the former president of the Islamist group Ikatan Muslimin Malaysia (Isma). Another director, Zaini Awang, also holds a leadership position in Isma, while the adviser, Zainur Rashid, is currently Isma’s vice-president.
As the government takes a firm stance on the oversight of registered organizations, the Aman Palestin case underscores the need for heightened vigilance to ensure the integrity of charitable activities and financial transactions within the NGO sector. The ongoing investigations and government directives aim to maintain public trust in charitable organizations while upholding accountability and preventing potential misuse of funds.
