
THE Transport Ministry has announced that it collected RM45.9 million in 2024 from the sale of special vehicle registration plates, with half of the revenue earmarked for transport-related initiatives aimed at supporting low-income communities.
In a response to a parliamentary question from Jerantut MP Khairil Nizam Khirudin, the ministry revealed that the funds were generated through the sale of special license plate series such as ‘GOLD,’ ‘FFF,’ ‘EV,’ ‘PETRA,’ and ‘MADANI.’
These sales were deposited into the Consolidated Fund under the Finance Ministry, with 50% of the proceeds allocated to the Transport Ministry for social welfare programs.
Among the key initiatives funded by these proceeds is the *MyLesen* programme, which covers the costs of driving tests for low-income individuals seeking B2 motorcycle, Goods Driving, e-hailing, and taxi licenses.
The programme aims to assist underserved communities in acquiring the necessary skills and credentials to pursue employment opportunities.
In addition to *MyLesen*, the funds have been directed towards various welfare programs, including the provision of free helmets for both children and adults.
The government has also allocated funds to support the *FLYsiswa* initiative, which offers subsidies for flight tickets to students enrolled in public universities, polytechnics, matriculation colleges, and teacher training institutions.
A portion of the funds is also being used to cover contributions to the Social Security Organization (SOCSO) for self-employed transport workers, such as taxi, rental car, and school bus drivers.
This ensures that these drivers are protected under the Self-Employment Social Security Scheme, which provides coverage for work-related accidents.
To further assist these self-employed drivers, the Transport Ministry has used revenue generated from the sale of the ‘GOLD’ plate series to sponsor the remaining 10% of their insurance contributions.
This initiative aims to provide adequate protection for drivers under the Self-Employment Social Security Act 2017.
The Transport Ministry emphasized that the funds from the special plate sales are being strategically utilized to enhance the safety, well-being, and opportunities for Malaysia’s lower-income and self-employed transport sector, ensuring they benefit from government support.

The collection was derived from bids for special plate series such as ‘GOLD,’ ‘FFF,’ ‘EV,’ ‘PETRA,’ and ‘MADANI,’ the ministry stated in a Parliamentary reply to Jerantut MP Khairil Nizam Khirudin.
“All proceeds from these sales were channelled into the Consolidated Fund under the Finance Ministry, and subsequently, 50 per cent was allocated to the Transport Ministry for initiatives benefiting underprivileged groups,” the reply read.
Among the initiatives supported by the fund is the MyLesen programme — which covers driving test fees for B2 motorcycle, Goods Driving Licence, e-hailing, and taxi licences.
Additionally, the ministry said it has allocated funds for free helmets for both adults and children and the FLYsiswa initiative, which provides flight ticket subsidies for students at public universities, polytechnics, matriculation colleges, and teacher training institutes.
A portion of the funds is also being used for Socso contributions under the Self-Employment Social Security Scheme for taxi, rental car, and school bus drivers, ensuring coverage for work-related accidents.
The Transport Ministry noted that it had taken the initiative to sponsor the remaining 10 per cent of the insurance contribution for these drivers through revenue generated from the ‘GOLD’ plate series sales.
