THE Government will bear the full cost of replacing damaged MyKad chips to ensure citizens continue to enjoy uninterrupted access to the targeted fuel subsidy under the BUDI MADANI RON95 (BUDI95) programme, Home Minister Datuk Seri Saifuddin Nasution Ismail has announced.
Beginning 23 September until 7 October, all MyKad replacements due to chip or card damage will be provided free of charge at all National Registration Department (JPN) counters nationwide.
“The government is committed to ensuring that access to this subsidy is never compromised due to technical issues with a MyKad,” Saifuddin said in a statement on Monday.
This special exemption follows the Prime Minister’s recent launch of BUDI95, which allows eligible Malaysians to purchase RON95 petrol at the subsidised rate of RM1.99 per litre, with MyKad verification used at fuel pumps and counters.
Previously, MyKad replacement due to chip damage incurred a processing fee of RM10. According to JPN records, a total of 294,715 applications for replacement cards were received from January to August 2025.
The ministry also noted a sharp rise in such applications in recent months, with 32,819 in June, increasing to 40,371 in July and surging further to 45,411 in August. As of 21 September, 22,858 applications had already been received for the month.
“Based on the average from the past two months, JPN estimates approximately 43,000 faulty chips require replacement each month,” said Saifuddin, adding that the free replacement initiative is expected to cost the government an estimated RM714,660, including related expenses.
He urged the public to take care of their MyKad, noting that it serves not only as a national identity document but also as a gateway to essential government services, including targeted subsidies such as BUDI95.
“This initiative reflects the MADANI government’s commitment to inclusivity and compassion, ensuring no eligible citizen is left behind in receiving the benefits promised,” he added. - September 22, 2025
