
THE Senate on Wednesday adopted a resolution calling on the executive branch to urgently develop a national contingency framework to prepare the Philippines for major crises, as lawmakers warn of potential economic and security effects from war in the Middle East.
The measure, Senate Resolution 343, sponsored by Senate Minority Leader Alan Peter Cayetano and co-authored by 22 senators, urges the government to establish a comprehensive system that would allow the country to anticipate, prepare for, respond to and recover from large-scale domestic and international emergencies.
The resolution was also co-sponsored by Senate President Vicente Sotto III.
Cayetano said the proposed framework aims to strengthen coordination among the national government, local government units and the private sector through a “whole-of-government and whole-of-nation approach.” “The problem today is that when a crisis becomes too big, it affects not only one country but entire regions because we are now a global village,” Cayetano said during plenary deliberations.
Preparing for global shocks
The senator emphasized the need for alignment across institutions before the country can effectively respond to major emergencies.
“When the system is interconnected, one broken part can affect the entire structure,” he said, likening global systems to “clockwork” where disruptions in one area can halt the entire mechanism.
Cayetano cited the ongoing geopolitical crisis in the Middle East as an example of how international conflicts can trigger ripple effects on energy supply chains, trade and national economies.
He warned that war could disrupt global oil supply routes or damage critical infrastructure, leading to economic shocks felt across the world.
Cayetano said crises can present both dangers and opportunities depending on how nations respond.
“Every crisis has winners and losers,” he said. “Let’s not miss opportunities. This contingency framework is meant to prepare us not only for the challenges but also for the opportunities that arise from global changes.”
