KUALA LUMPUR – The government has ruled out reducing the Budi Madani Ron95 (Budi95) fuel quota based on income class, aiming to prevent further strain on household expenditure, said Treasury Secretary-General Datuk Johan Mahmood Merican.
Speaking at a fireside chat during the CGS International 18th Annual Malaysia Corporate Day 2026, he noted that the government's priority is to assess the data collected from the Budi95 programme’s launch, before considering any adjustments, Bernama reported.
"We need to first analyse the data to identify any unusual usage patterns before we think about changing the parameters," he said.
"It’s a significant shift for the country, so we want to avoid making frequent changes in the short term."
Regarding the current 300-litre quota for BUDI95, Johan Mahmood shared that government figures show the average monthly consumption is approximately 83 litres, with 90% of beneficiaries consuming fewer than 200 litres each month.
Further elaborating, he confirmed that the government has no plans to introduce a targeted subsidy programme based on income class, despite suggestions for a more tailored approach.
"Our immediate focus is on eliminating leakages, such as foreign consumption and corporate use of subsidised fuel, to ensure more Malaysians can benefit from BUDI95. We are not considering a tiered system at this stage, nor a proposal to restrict benefits for those earning above RM20,000," he added. - January 7, 2026
