
THE Government Procurement Policy Board’s Technical Support Office (GPPB-TSO) has added the Philippine Ports Authority (PPA) and the Maritime Industry Authority (Marina) to its Fiscal Year (FY) 2025 Positive List.
The inclusion follows a review by the GPPB-TSO’s Performance Monitoring Division B, which verified that both agencies submitted timely and accurate procurement monitoring reports.
The PPA secured its spot by meeting all reporting rules for the 2025 fiscal year, confirming that its port infrastructure and development contracts adhere to national bidding laws.
“This recognition affirms our collective commitment to uphold the highest standards of transparency, accountability, and compliance in government procurement,” PPA General Manager Jay Santiago said, crediting the agency's Bids and Awards Committees and procurement staff.
Marina earned its placement by completing all reporting requirements for the second semester of FY 2025, demonstrating timely tracking and documentation of public funds.
The GPPB-TSO publishes the Positive List to verify which state offices consistently meet government transparency rules. Both maritime agencies stated that the achievement supports ongoing work to improve internal bidding processes, prevent project delays, and maintain public trust.
