
MANILA, Philippines — Concerned health workers filed a complaint on Thursday before the Office of the Ombudsman against Undersecretary Glenn Matthew Baggao of the Department of Health (DoH).
The complaint was for alleged violation of: Section 3(e) and (i) of Republic Act (RA) 3019 or the Anti-Graft and Corrupt Practices Act; and Sections 2, 3(i), and 7(a) of RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
It was also filed for alleged: grave misconduct, conduct prejudicial to the best interest of public service, and gross inefficiency.
On July 18, 2025, based on the complaint, Baggao was assigned, at the Universal Health Care–Health Services Cluster (UHC-HSC) to oversee several DoH Centers for Health Development, health facilities, and Treatment Rehabilitation Centers. Based on the complaint, he was designated as head of the Health Facilities Enhancement Programs on Feb. 5, 2026.
"In 2025 alone, EGB Construction secured five health projects worth P140.99 million, including the Maconacon Super Health Center and Divilacan Super Health Center in Respondent's immediate area of influence as head of the UHC-HSC" at that time, the complaints said.
In the complaint, EGB Construction was linked to Baggao's brother, Erni Baggao, who was not a respondent in the complaint.
In the complaint's table on the five projects totaling P140.99 million, 2025 was indicated under "Year" for each of these projects. The table did not indicate a full date.
The complainants said it "also bears stressing that while Respondent served as Chief of the Cagayan Valley Medical Center, EGB Construction was awarded a Php 28.91 million COVID-19 facility through negotiated procurement".
