
The elevation of Dato' Seri Dr. Ahmad Samsuri Mokhtar to the chairmanship of Perikatan Nasional (PN) was meant to signal renewal. Instead, it has sparked a deeper question within Malaysia’s opposition bloc: does his rise mark a genuine shift in influence - or merely a rearrangement of power within PAS?
Samsuri, who officially took over the post on Feb 22, 2026, following the resignation of Tan Sri Muhyiddin Yassin, has been quick to dismiss the idea that his appointment is designed to repackage the so-called “green wave.”
The Bersatu president now serves as PN deputy chairman, while PAS president Tan Sri Abdul Hadi Awang remains influential through the coalition’s presidential council despite stepping away from the PN Supreme Council.
For Samsuri, labels are irrelevant. “It is not about waves,” he said, stressing that PN’s priority should be delivering positive change and making Malaysia a better country. His remarks were clearly aimed at distancing the coalition from narratives that frame PAS’s electoral surge between 2018 and 2022 as a sectarian or ideological tide.
Unlike many of Malaysia’s hard-hitting political personalities, Samsuri - affectionately known as “Dr Sam” - presents a different profile. A PhD holder in aeronautical engineering from Leeds, the Terengganu menteri besar is widely seen as soft-spoken, methodical and technocratic. Under his stewardship, PAS achieved a clean sweep in Terengganu during the 2023 state elections, strengthening his image as a results-driven administrator.
PAS Youth has even proposed him as a potential prime ministerial candidate, describing him as a calm and capable leader who governs without excessive political drama.
However, analysts caution that personality alone does not determine power.
Political observers argue that PAS’s long-standing doctrine of “ulama leadership” remains firmly intact. Figures such as Hadi, deputy president Dato' Seri Tuan Ibrahim Tuan Man, and the party’s syura council continue to exert decisive influence over policy direction and state leadership decisions. This structure, they say, limits how far any professional leader - including Samsuri - can independently chart a new course.
Within PN itself, Samsuri must also navigate senior and assertive figures such as Muhyiddin, Kedah menteri besar Dato' Seri Muhammad Sanusi Md Nor, and PAS secretary-general Dato' Seri Takiyuddin Hassan. The coalition’s internal equilibrium is delicate, and leadership titles do not always equate to undisputed authority.
This is the real test of Samsuri’s chairmanship.
Can he project a broader, more inclusive national message while operating within PAS’s established hierarchy?
Can he strengthen PN’s appeal beyond its conservative base without unsettling the ulama structure that anchors the party?
For now, Samsuri speaks of unity - reinforcing PN’s position nationwide, including Sabah and Sarawak, and focusing on constructive governance rather than rhetorical battles. Yet the political reality suggests that influence in PAS is collective, not individual.
The debate, therefore, is no longer about whether the “green wave” continues. It is about whether Samsuri possesses the political capital to shape the tide - or whether he remains bound by currents stronger than his own.
In Malaysia’s evolving political landscape, leadership is measured not only by position, but by autonomy. And that is the question that will define Samsuri’s tenure at the helm of PN.
