Haryana Cabinet approves one-time switch from Unified Pension Scheme to NPS

The Haryana Cabinet, which met under the chairmanship of Chief Minister Nayab Saini on Monday, approved the Unified Pension Scheme (UPS) for Haryana Government employees, including the introduction of a one-time, one-way switch facility.

The Union Government had introduced the Unified Pension Scheme as an option under the National Pension System (NPS) through a notification dated January 24, 2025, effective from April 1, 2025.

Following the Centre’s model, the Haryana Government also introduced the Unified Pension Scheme for state government employees through a notification dated July 2, 2025, effective from August 1, 2025.

Subsequently, the Centre, through an Office Memorandum dated August 25, 2025, introduced a one-time, one-way switch facility from the Unified Pension Scheme to the National Pension System.

In line with this, the Haryana Cabinet approved adoption of a similar provision for state government employees, allowing a one-time, one-way switch from the Unified Pension Scheme to the Haryana New Pension Scheme (NPS) for employees who had opted for UPS.

The switch facility can be exercised at any time, but not later than one year before the date of superannuation. If the option is not exercised within the stipulated timeline, the employee will continue under the Unified Pension Scheme by default.

The facility, however, will not be available in cases involving removal, dismissal or compulsory retirement as a penalty, or where disciplinary proceedings involving a major penalty are ongoing or contemplated.
