The Punjab and Haryana High Court on Wednesday issued notice to the State of Haryana and other respondents on a petition filed by former Haryana Deputy Chief Minister Dushyant Chautala seeking registration of an FIR and transfer of probe to an independent central agency after alleging that a police officer in civil clothes, armed with a pistol, blocked his convoy on April 17 and openly threatened him and his security personnel despite his being under Y-plus category security cover.

The petition, filed against the Union of India and other respondents, also sought transfer of investigation from the Haryana Police to an independent Central agency such as the CBI. Chautala alleged that the incident amounted to “armed interference” with his convoy and asserted that a subsequent criminal case was being used to pressurise him into withdrawing representations submitted to various authorities.

Appearing before Justice Tribhuvan Dahiya’s Bench, the petitioner contended that despite lodging a complaint dated April 17 along with corroborative complaints by his personal security officers, no FIR was registered on his allegations. Instead, he alleged that a member of his family was being implicated in “false FIR”, relating to damage to chairs during an April 7 episode.

Taking up the matter, Justice Dahiya issued notice to the respondents and sought their response on the allegations raised in the plea. The matter will now come up for further hearing on May 22.
