
SENATE President Sherwin “Win” Gatchalian has called for the accelerated hiring of School Counselor Associates in public schools as concerns grow over increasing incidents of violence and behavioral issues among students.
Gatchalian emphasized the need to strengthen mental health support systems in schools through the immediate implementation of the Basic Education Mental Health and Well-Being Promotion Act (Republic Act 12080), a landmark measure that institutionalizes mental health programs in the basic education sector.
Under the 2026 national budget, P2 billion was allocated for the hiring of 10,000 School Counselor Associate I positions nationwide. The initiative aims to address the longstanding shortage of guidance counselors in public schools and ensure that learners have access to mental health and psychosocial support services.
“We have allocated funds for the hiring of School Counselor Associates to guide students in developing good behavior and ensure their sound mental and emotional well-being,” Gatchalian said.
Republic Act 12080 mandates the establishment of a School-Based Mental Health Program designed to promote the mental health, emotional resilience, and overall well-being of learners. The law also seeks to strengthen preventive interventions, early detection of mental health concerns, and the provision of appropriate support services in school communities.
