
The exposure of a marriage registration scam aimed at unlawfully securing benefits under the Mukya Mantri Vivah Shagun Yojana has dealt another blow to the Haryana Government’s online service delivery system.
What is the Mukya Mantri Vivah Shagun Yojana?
The Mukya Mantri Vivah Shagun Yojana is a state government welfare scheme aimed at providing financial assistance for the marriage of girls from economically weaker families. Eligible beneficiaries receive financial aid based on category. Scheduled Caste girls from BPL families are entitled to Rs 71,000, daughters of widows or divorced women from non-BPL families receive Rs 51,000, while girls from other communities with an annual family income below Rs 1.8 lakh are given Rs 41,000.
What is the modus operandi of fraudsters?
Fraudsters allegedly manipulated Parivar Pehchan Patra (PPP) or Family ID records by altering home district details to fabricate eligibility for the scheme. Marriages were registered online without the physical presence of applicants. In several instances, either the bride or groom was shown as belonging to the Barwala subdivision in Hisar, while the PPP records actually pertained to districts such as Sonepat, Sirsa and Yamunanagar.
How did this scam come to light?
The fraud was detected after officials noticed a surge in marriage registrations in the district. During scrutiny of documents on the SARAL portal, authorities identified a pattern. Cross-checking details with data from the Citizen Resources Information Department (CRID) revealed discrepancies in Family IDs and records. This led to suspicions of a racket exploiting government schemes.
How many other such scams have been detected in Haryana?
Earlier, a major case was detected in Jhajjar district last year involving tampering of PPP documents, in which around 12,000 cases were reportedly found where fake divorce certificates were submitted to manipulate income records and obtain separate Family IDs to avail BPL benefits. In addition, a separate case involving misuse of thumb impressions during Aadhaar authentication procedures was also recently detected in Hisar.
How many beneficiaries are there under the Shagun Yojana in Hisar?
The exact number of beneficiaries under the Mukya Mantri Vivah Shagun Yojana in Hisar district has not been mentioned in the initial probe report. However, sources said 3,922 newly married couples received benefits under the scheme in the 2025-26 financial year. In the current financial year, 417 newly married couples have been granted financial assistance under the scheme in Hisar district. This figure stood at 3,444 in the 2024-25 financial year.
What action are the authorities taking in the case?
The matter has been brought to the notice of the Deputy Commissioner and the Additional Deputy Commissioner by the official concerned who detected the fraud. Officials suspect the involvement of an organised inter-district network.
