As a management educator and human capital management & development (HC) taught as an integrated effort to practitioner, I read with great interest the World Bank report, “Building Human Capital Where It Matters: Homes, Neighborhoods, and Workplaces”, argues that public policy must expand beyond the traditional schools and health clinics to focus on three everyday settings where human, capital is actually built or lost. It has clearly shown a shocking lack of progress in three key settings: (1) Early childhood care, nutrition, and parental education shape cognitive and language skills long before formal schooling begins; (2) Local social dynamics and environmental quality heavily influence long-term opportunities and future earnings regardless of household income; and, (3) Job attributes, on-the-job training, and health care systems determine continuous skill growth and adult productivity. I always reminded my students & work associates that human capital is the economic value of a worker's experience, skills, knowledge & health. It is an intangible asset that represents what people bring to their work through education, training, and natural abilities. The key components are skills, formal education, work experience, health, and personal traits like problem-solving. It does not appear on a company's financial balance sheet, unlike physical equipment or money. Experience has taught me, educated employees create new ideas, technologies, and efficient working methods. Strong workforces attract investments and help businesses and countries compete globally. In return, individuals with higher skills earn better wages & higher positions.

I learned from my counterparts that “Singapore ranks highest in the world on the World Bank's Human Capital Index (HCI), measuring the productivity & potential of its next generation of workers. Singapore scores around 0.88 to 0.90 out of 1.0, leading all global economies. The nation invests heavily in high-quality schooling from early childhood through tertiary levels. Survival rates to school age and adult health outcomes rank among the best globally.”
