ICC prosecutors cite Duterte’s narco list as evidence linking him to killings

MANILA, Philippines — Prosecutors at the International Criminal Court (ICC) on Tuesday presented the so-called PRRD “narco list” as evidence linking former president Rodrigo Duterte to the killings under his nationwide anti-drug campaign. PRRD stands for President Rodrigo Roa Duterte.

During the second day of the confirmation of charges hearing, ICC trial lawyer Edward Jeremy described the PRRD List as an excel-style database of alleged drug suspects, organized by threat level. 

Prosecutors said the list was used by police to identify targets in operations, with many individuals later killed.

Jeremy told the court that rewards for killings were allegedly provided directly by Duterte, outside the regular Philippine National Police (PNP) budget.

“The evidence demonstrates that individuals listed on the PRRD List became the subject of police operations, and in many cases, were subsequently killed,” Jeremy said.

The former president, prosecutors said, publicly acknowledged compiling the list himself during televised appearances, signaling personal responsibility for its content and use in the government’s anti-drug drive.

Prosecutors argued the PRRD List reflected a systematic approach to targeting alleged drug personalities and forming the basis of operations that resulted in extrajudicial killings.
