ILO Calls for Lifelong Learning to Prepare Workers for Future Jobs

KUALA LUMPUR - The International Labour Organisation (ILO) on May 6 has urged governments to make lifelong learning a key policy focus as global changes reshape jobs and skills needs.

In a new report, the agency said digitalisation, artificial intelligence, the green transition and demographic shifts are transforming labour markets worldwide.

It warned that without inclusive learning systems, these changes could widen inequality within and between countries.

“Lifelong learning is the bridge between today's jobs and tomorrow's opportunities.

“It is not only about employability and productivity, but also about supporting decent work, driving true innovation and building resilient societies,” ILO Director-General Gilbert F. Houngbo said in the report.

The report found that only 16% of people aged 15 to 64 took part in structured training in the past year, showing limited access especially among informal workers and those with lower education levels.

It also noted that focusing only on technical skills is not enough, as employers now require a mix of digital, thinking and social skills.

While demand for AI-related skills is still limited, broader abilities such as critical thinking and communication are becoming more important.

The report also warned that jobs linked to the green transition do not always guarantee better working conditions.

It added that global demand for care workers is expected to nearly double from 85 million to 158 million by 2050.

The ILO called for stronger investment and cooperation among governments, employers and workers to expand access to lifelong learning and avoid leaving many people behind.
