MANILA, Philippines — The International Maritime Organization (IMO) has formally reaffirmed the Philippines’ full compliance with global maritime training and certification standards, confirming the nation’s continued inclusion on the agency’s official "White List" of recognized seafaring countries.
In circular MSC.1/Circ.1163/Rev.14, issued July 6, the UN maritime agency confirmed that the Philippines continues to give "full and complete effect" to the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.
The update reflects conclusions reached during the 111th session of the IMO Maritime Safety Committee (MSC 111), which met May 13–22 at IMO headquarters in London.
The Philippines was first added to the IMO "White List" in 2000 following the implementation of major 1995 revisions to the STCW Convention. That initial inclusion marked a historic milestone for the country, establishing international recognition that its training, education, and licensing mechanisms met strict global benchmarks. The status has been successfully defended and re-evaluated across subsequent compliance cycles, including updates following the 2010 Manila Amendments.
Retention on the list verifies that Philippine systems for maritime education, assessment, and oversight remain compliant with current safety protocols. The designation enables foreign maritime administrations to recognize seafarer certificates issued by the Philippine Maritime Industry Authority (MARINA), allowing Filipino seafarers to serve on foreign-flagged merchant vessels globally without additional compliance hurdles.
MARINA Administrator Sonia B. Malaluan welcomed the development, describing it as a testament to the country's enduring commitment to excellence in maritime governance.
"The Philippines' continued inclusion in the IMO STCW 'White List' affirms the strength of our maritime education, training, certification, and quality standards," Malaluan said in a statement. "More importantly, it reflects the dedication of the entire Philippine maritime sector to ensuring that every Filipino seafarer remains globally competent, internationally compliant, and prepared to meet the evolving demands of the shipping industry."
Filipino seafarers account for a major share of the global merchant marine workforce, contributing billions of dollars annually to the economy through remittances. The latest confirmation comes as the country continues to play an active role in shaping international maritime training, supported by domestic reforms including Republic Act No. 12021, or the Magna Carta of Filipino Seafarers, alongside ongoing participation in the IMO's comprehensive review of the STCW framework.
